I see the situation no different to how we control cows and other farm animals for our own purpose. They sit in paddocks, with fences, and sometimes we rely on dogs to round them up. Pretty backward if you think about it. We have the technology to monitor every single one of them, and if need be, we could easily farm them individually in a cage, using robots and automation to feed/excercise/do whatever needs to be done with them. But we don't.
Why?
Because there is no need to. It works fine the way it is now, without the high-tech gadgets that could be used. They are in our control, and if it aint broke, no need to fix it.
