Senate OKs $70B for Iraq, Afghanistan

By ANDREW TAYLOR, Associated Press Writer 1 hour, 30 minutes ago

WASHINGTON - The Senate gave President Bush a big win on Iraq Tuesday night as it passed a massive $555 billionspending bill combining funding for 14 Cabinet departments with $70 billion for U.S. military operations there and in Afghanistan.

But Bush's GOP allies were divided over whether the omnibus appropriations bill represented a win for the party in a monthslong battle with Democrats over domestic agency budgets.

In rapid succession, the Senate cast two votes to approve the hybrid spending bill. By a 70-25 vote, the Senate approved the Iraq and Afghanistan war funds — without restrictions that Democrats had insisted on for weeks.

Senators followed with a 76-17 vote to agree to a bundle of 11 annual appropriations bills funding domestic agencies and the foreign aid budget for the budget year that began Oct. 1.

The House is slated Wednesday to ready the entire package for Bush, though the vote will be only on the Iraq portion of the measure. That vote would cap a parliamentary dance choreographed to ease the overall package through a chamber split between Democratic opponents of the Iraq war and GOP foes of the domestic spending portion of the bill.

The result on domestic spending created a divide between Republicans who thought it was a good deal, such as Senate Minority Leader Mitch McConnell of Kentucky, and those who said it was too expensive and larded with pork-barrel spending.

"We've held the line, achieved what everyone thought was the unachievable," McConnell said. "We are very proud of this bill."

House Republicans and a few Senate GOP conservatives felt otherwise and were disappointed that Bush hadn't taken a harder line in end-stage negotiations. The omnibus measure held to Bush's "top line" for the one-third of the federal budget passed by Congress each year, but only through a combination of budget maneuvers that allowed Democrats to restore funding to budget accounts targeted by Bush and finance billions of dollars worth of lawmakers' home-state projects.

"Congress refuses to rein in its wasteful spending or curb its corruption," said Rep. John Shadegg, R-Ariz.

Conservatives estimated the measure contained at least $28 billion in domestic spending above Bush's budget, funded by a combination of "emergency" spending, transfers from the defense budget, budget gimmicks and phantom savings.

Twenty-one Democrats and Connecticut independent Joe Lieberman — who stood with Republicans at a post-vote news conference — voted with every Republican but Gordon Smith of Oregon to approve the Iraq funding.

Democrats again failed to win votes to force removal of U.S. troops or set a nonbinding target to remove most troops by the end of next year.

With Bush winning the $70 billion infusion of troop funding, other Republicans muted their criticism.

"I do think the president has a victory here," said House Minority Whip Roy Blunt, R-Mo.

Still, the win was hardly clear-cut for Republicans hoping the president would emerge from the battle with Democrats over the budget with a result that would more clearly demonstrate to core GOP voters the party's commitment to fiscal discipline.

While disappointed by ceding Iraq funding to Bush, Democrats hailed the pending appropriations bill for smoothing the rough edges of Bush's February budget plan, which sought below-inflation increases for most domestic programs and contained numerous cutbacks and program eliminations.

"The omnibus bill largely yields to the president's top-line budget numbers, but it also addresses some of the bottom-line priorities of the American people," said Sen. Tom Harkin, D-Iowa. "The Grinch tried to steal Christmas, but we didn't let him get all of it."

Democrats were able to fill in most of the cuts by using the very budgetary sleight of hand lambasted by conservative groups such as the Club for Growth and Citizens Against Government Waste.

The White House, which maintained a hard line for months, has been far more forgiving in recent days, accepting $11 billion in "emergency" spending for veterans, drought relief, border security and firefighting accounts, among others. Other budget moves added billions more.

"Congress did come down to the president's overall top line," White House press secretary Dana Perino said. "And in regards of the emergency spending, most of that spending would have passed on an emergency basis anyway. It's not added into the baseline of the budget."

The bill passed the House late Monday. Under an unusual legislative two-step, the Iraq portion of the bill would be returned to the House on Wednesday, with Republicans supplying the winning margin. That vote, if successful, would send the entire omnibus bill to Bush for his signature.

Democrats succeeded in reversing cuts sought by Bush to heating subsidies, local law enforcement, Amtrak and housing as well as Bush's plan to eliminate the $654 million budget for grants to community action agencies that help the poor.

Democrats also reversed Bush-sought cuts to state and local law enforcement grants, aid to community action groups and airport modernization grants.

Democrats also added funding for food programs, subsidies to community development banks and Homeland Security Department grants to first responders.

Taxpayers for Common Sense, a Washington-based watchdog group that opposes so-called pork barrel projects, counted 8,983 such "earmarks" worth $7.4 billion. These hometown pet projects include economic development grants, aid to local transit and police departments and clean water projects, among many others.

Think of what they could DO with 500+ BILLION dollars.  (Does that sound like Dr. Evil? wink  "500.......BILLION dollars! mmmwaaahahahaha!  hahahahahaha!  HAHAHAHAHAHAHAHAAAAAAAAAAAAAAAAAA!")  You could feed every man, woman and child in this country.  You could provide shelter for everybody in this country and have zero homeless people.  You could take care of the medical bills and health costs of everybody in this country.  You could clean up all the environmental problem areas.

You could in essence, support life.  Instead, they choose to funnel it towards.......DEATH.

This world is fricking INSANE.  What are we even supposed to do about this by this point???  Is there anything anybody even CAN do?

Oh, you know what's even sicker.......................The poor, average American with bills up the wazoo struggling from paycheck to paycheck who still support Bush and our so-called government like naive children.  It never occurs to them that Um, the government had the option of helping you, but instead they chose to spend the money on killing people in another country.  They'll just tell you, "Oh, but Bush is protecting America. He's defending freedom!"  Meanwhile as the bank is foreclosing on their house and they're eating crappy supermarket prepared chemical food because it's all they can afford and they have bills they can't pay.  hmm

It's just so ludicrous, so far gone, so out of control that I don't know if there is any answer to this anymore.   Maybe it just has to run its course like a horrible disease.  Even one that sure looks like it is going to kill the host in the process.    I think maybe the only hope is to let it go, and stay alive to pick up the pieces and clean up the mess when this is all over.

Ya know, Lyra...it isn't real, that is the sadness of it...printing money and outrageous numbers is easy...as easy as convincing everyone it is real through non-stop lies and trumped-up-mayhem!

It has been going on FAR TOO LONG!

And I understand how You can go bonkers when You think of it...I use to all the time!

Did it have to get this preposterously ugly and distorted to make Us finally decide to "choose" to make it become overwhelmingly beautiful and rhythmic?  ...I suppose it did!

There is energy coming on that is causing good people to stand up and take "real" notice of all the lies in their faces and causing a new ripple of new choices being made. Many more people are simply turning from it...more and more are doing just that in my life in front of me. Those with inherently good hearts are finally saying "enough".  Those that are entrenched in the thick of it will soon be at a crossroads where they will have the opportunity to choose to turn from it also.

Everything that seems nuts IS...and IS about to crack wide open and become its own weakest link!

It may sound like blind faith...but I see it happening more and more in my life in front of me.

LMAO!!!

Seriously this shit is freaking crazy... The world right now is total lunacy. Nearly the entire human population is in a crazy train headed straight for a brick wall 50 feet thick. I seriously hope we will be able to vibrate into another dimension and escape this one before shit hits the fan with starvation, nuclear wars, earthquakes, volcanic eruptions, hurricanes, tornadoes, martial law, panics, cannibalism, and biological warfare. I think I got em all, did I? I hope our transition into STO 4th density occurs before this stuff or just as it happens. Maybe all the intense emotional energy up in the air will knock a bunch of metaphysical energy loose causing our reality to bump up a dimension. If we are all indeed in a reality made solid by the entire population's group consciousness, then as their entire view of the world changes at once fundamentally, then this could prop up the ones that have already come to this conclusion up a notch. If 6 billion people all of a sudden become lunatics and don't know what's what anymore, then this could make reality a lot more fluid and less solid. This combined with the natural alignments of earth with the stars and planets, combined with entry into a more energetic region of space could prop up the ones closer in vibration to STO 4th density to achieving it. I often feel like I am being held back by something, and it is probably just the anchoring of almost the entire population of the world. When your in the room of a highly STS person, you can feel their aura and it is draining and it brings you down. Having close to 6 billion people like that is a lot of anchoring... when shit hits the fan across the world, that anchor will be lifted allowing ones that have very little ego left to dissolve into the energy around them and step up into STO 4th density.

Re: Where in the hell are they getting this money from?!!!!

If the answer is, "from taxes," then every American owes $1,734 dollars to the war and whatever else.  Granted, I'm categorized as lower-middle class, but I've never owed half of that in one tax year.

Plus, not all 320,000,000 Americans are paying taxes (many of them being toddlers or adolescents).  The true cost per tax-payer is probably closer to $2775.  If the average American earns $30,000 per year, that's roughly 10% of the average American's income in one year.

...Clearly, this money can't come from taxes.  At least, it can't come from taxes in one year or even five years.

$555 billion dollars is a debt we can't pay back without the very rich footing the bill, or without huge increases in taxes (which probably couldn't be paid in this economy anyway).

Re: Where in the hell are they getting this money from?!!!!

Yeah... we are definitely in a lot of debt. Yet we keep buying Chinese stuff. We are growing China's economy. If we collapsed they would lose a major chunk of their economy, thus it is in their best interest to keep us alive with loans for the time being. When we are no longer buying in the absolute minimum quantities that they will accept, they may see no reason to keep loaning us money, except maybe to avoid a major war or something. Maybe they are just buying their time. Maybe they want to just continue to build up their infrastructure, so if they do have a war their war machine production capabilities will far exceed any other groups of nations. I'm wondering how much longer this charade can be maintained. Some people say 1-2 years. Is it possible it could be 5-10 years? I want to get a degree in electrical engineering, so I'll have a job that's in demand in the future, given I don't get beamed up to fourth density tongue.

Americans have no clue what is going to hit them. They are so arrogant, mean, and ego-driven. So many will go completely insane if America's economy collapses... They won't be able to handle it. They can barely handle their lives already. Love will be the cure that keeps us sane. Lots of group hugs I foresee in the future.

Re: Where in the hell are they getting this money from?!!!!

I really think they are trying to trash the dollar by squeezing it for all its worth before forcing a change to the Amero.  I don't see the dollar holding its value for much longer.  I think they know the dollar gig is up.

How exactly are they going to shift to the Euro? That seems like something that'll take a long time to implement. Maybe they have it all figured out and can get it done quickly.

Re: Where in the hell are they getting this money from?!!!!

They've been implementing the introduction of the Amero for some time not haven't they?
Publicly for at least 2+ years and who knows how long before hand.

I spoke with friends regarding the EU and intro of the Euro and it happened pretty fast as most of the prep had already been put into place right under everyone's noses.

It's all a debt.
Isn't the system already insolvent?
Couldn't we refer to Federal Reserve notes ( dollars ) as 'debt notes', for that is what they are.

It's not a system that's designed to ever pay back the debts.
With the huge deficit, that is always growing, there is always a 'good reason' to lean on the backs of the serfs, uh, I mean citizens.
Same deal in Canada.

Seeing the big picture for what it is, is quite disheartening at times.
But, really, there must be something constructive we can do about it.
The system does not have to operate this way.
There are other ways we can operate within the system.
What if we ALL revoked consent to governance? Cannot have taxation without representation.
What if we ALL learned how to operate in the commerical system as "human beings" instead of 'persons, or taxpayers, or residents' yaddda yadda

That might throw a wild card in to the deck.

smile

But that requires lots of un-learning and lots of homework and of course, walking against the grain and challenging authority.
Lord forbid

smile

Let's not kid ourselves, the system is not designed to be fair ... it's to help the rich get richer and poor get poorer and to feed the war machine.
We're fooling ourselves if we think otherwise.

Re: Where in the hell are they getting this money from?!!!!

Dear Friends,

The "Lion's Share" of the Iraq War kitty [read: Let's Pay Through The Nose For The Battles Of The Criminal And Apartheid Regime Of Israel] has come from borrowing, mainly Chinese and Japanese Industrialists.

This is nothing more and less, besides Real Politik, than Geopolitics. Henry Kissinger was reputed to have said that the essence of Geopolitics was "the linking together of the whole world through mutual self-interest."

This, naturally enough, is Zionist double-speak for the less-pleasant reality called "the doctrine of mutual destruction." It's called the "I Go, You Go!" file that any person like J. Edgar Hoover or Reinhard Heydrich had the brains enough to keep.

The problem is, of course, is that little people like us [little for now, until the swell becomes so loud, so often, and so strong that it will dwarf all resistence] will start to Will, to Know, to Dare, and to Speak....

Truth, Phoenix-like, will rise out of the filth of lies concocted by those who have evaded responsibility for everything and anything they have ever done. So be it. We leave it to the hands of Almighty God. We need do nothing. They will meet "The Repairer of Reputations," in good time, and at such a space where it must be.

You--You, Me, Us--MUST survive to Will, to Know, to Dare, and to Speak. The entire world may conspire against the Truth--they Will lose, and they Will lose huge...

Sometimes, my Friends, one simply must have Faith.

According to the information Alex Jones put out in his newly released "Endgame" once America is merged with Mexico and Canada via the North American Union, the Amero will be introduced and merged through a trilateral effort between the U.K., Europe and the U.S., according to Jones, the Euro will be used to help offset  the deficit of the dollar/amero.
