Topic: Anyone else hear this?

Within the last couple of days, I saw a local news broadcast announcing a proposed 4 month deadline for New Orleans residents to rebuild.  If they cannot rebuild within the designated time, they can lose their land to the government.

My question is, why does the government want this land?  I've read some reports that the US Goverment has wanted it since the 60's.  What is valuable about New Orleans?  Is it the oil, DOH!
