Word of advice... If you are really serious about establishing something like an "Xavier Institute for Higher Learning" then the first requirement is to be respectable and credible, like capitalize your sentences and check your spelling when making the pitch. Unless that's intentional.
Second, choose between covert recruitment and general recruitment. If general, then maximize by having a website with info and application forms. If covert, instead of asking openly for people to apply, keep quiet and watch carefully those who are prospective candidates and then contact them privately so that your group becomes "by invitation" only.
If you just want to network with people who have abilities, then no need for pretense... just state your intentions honestly and start emailing/IMing/meeting people you resonate with. Friendships don't require formalities, and make for a tighter and more flexible group.
Of course, also keep in mind that people with abilities tend to be psychic and can tell when you're putting up a front.
