I haven't heard anything about this.  Can anyone tell me a bit more about the paramaters of these rules?  What will these new regulations change, and how are they enforceable?

There is a free-speech campaign called 'blue-ribbon' (an icon of a blue-ribbon means that a particular site supports this campaign).
