She could be referring to the powers that be... TPTB, the illuminati, bilderbirg group, CFR...... whatever name you want to call them by
or futher up the chain to the hand that controls them...

I should say...fairly ambiguous statement though...whilst not incriminating herself, she's certainly acknowledging the existence of the shadow rulers.
I can't see them quizing the queen though, that would be a step too far in the eyes of the British public. Even if they did it would obviously be whitewashed as it was when Tony Blair was recently questioned by police over corruption allegations.
