Secretary Ridge Announces Threat Level Code Orange for Financial Sector in New York City, Northern New Jersey and Washington, D.C.

August 1, 2004 - Good afternoon.  President Bush has told you, and I have told you, when we have specific credible information, we will share it. 

This afternoon, we do have new and unusually specific information about where al Qaida would like to attack.  As a result, today, the United States Government is raising the threat level to Code Orange for the financial services sector in New York City, Northern New Jersey and Washington, D.C. 

Since September 11th, 2001, leaders of our commercial financial institutions have demonstrated exceptional leadership in improving its security. However, in light of new intelligence information, we have made the decision to raise the threat level for this sector, in these communities, to bring protective resources to their highest capacity.  This will allow us to increase protection in and around those buildings that require it and also raise awareness for employees, residents, customers and visitors.  We know from experience that increased physical protection and added vigilance from citizens can thwart a terrorist attack. And that is our goal.

This is the first time we have chosen to use the Homeland Security Advisory System in such a targeted way. Compared to previous threat reporting, these intelligence reports have provided a level of detail that is very specific. The quality of this intelligence, based on multiple reporting streams in multiple locations, is rarely seen and is alarming in both the amount and specificity of the information.

While we are providing you with this immediate information, we will continue to update you as the situation unfolds.  As of now, this is what we know:  reports indicate that al Qaida is targeting several specific buildings, including the International Monetary Fund and World Bank in D.C.; Prudential Financial in Northern New Jersey; and Citigroup buildings and the New York Stock Exchange in New York.

Hmm. So now it's okay to be specific about places, but vague about when. Well, golly gee Virginia, looks like we ain't in Kansas anymore.

Regarding "when", Ridge continued:

"We have told them that, at this time, there is no information that indicates a specific time for these attacks beyond the period leading up to our national elections. 

Of course, just because we know where – but not precisely when – that does not mean that we cannot take pre-emptive action. Just the opposite: when collection activities provide specific information, we tailor security measures to the particular vulnerabilities of potential targets. 

Understandably, security measures at each facility will not be uniform in nature, given the scope and scale of building architecture, access to and from roads and other variables.  Certainly, we will not broadcast our intentions to the enemy.

But you may expect to see special buffer zones to secure the perimeters of buildings from unauthorized cars and trucks; restrictions to affected underground parking; security personnel using identification badges and digital photos to keep track of people entering and exiting buildings; increased law enforcement presence, and robust screening of vehicles, packages and deliveries. "

It looks like a pilot project to work out any bugs before going national. I can't wait for "robust screening of vehicles". Checkpoints, roadblocks, searches...coming to an intersection near you.

U.S. Says Al Qaeda Targeting IMF, World Bank, NYSE

WASHINGTON (Reuters) - The United States raised the security alert level to high for the World Bank and the International Monetary Fund in Washington, the New York Stock Exchange and companies in the New York area on Sunday after intelligence signaled a possible al Qaeda attack.

"High," or code orange, is the second highest level of alert and this was the first time that specific buildings were cited in raising the alert level.

"Reports indicate al Qaeda is targeting several specific buildings including the International Monetary Fund and World Bank in the District of Columbia," Homeland Security Secretary Tom Ridge told a news conference.

He added that the New York Stock Exchange, Citigroup Inc buildings and the Prudential Financial building in Newark, New Jersey, were also on the list.

"The president made the final decision today, agreeing with the recommendation of (Homeland Security) Secretary Ridge to go ahead and raise the threat level," White House spokeswoman Erin Healy said.

Both the IMF and World Bank, who hold their annual autumn meeting in early October, are located within three minutes walk of the White House in the heart of Washington.

New York authorities said they were studying reports of possible suicide attacks using trucks, in an echo of the 1993 bombing of the World Trade Center that killed six people.

New York is already on a heightened state of alert because the Republican Convention to launch President Bush's re-election bid will be held in the city at the end of August.    (NOTE:   I didn't know this!!  Holy crap!   Well no WONDER everybody's got such an intuitive bad feeling about New York getting hit this summer.....)

Ridge said that there was no specific information pointing to an imminent attack but a number of sources had indicated that al Qaeda, which carried out the Sept. 11, 2001, attacks, was aiming again for the world's financial heart.

"What is extraordinary about these particular sites is the considerable detail and quality of information," he said.

A U.S. official told Reuters the information had been collected in the past 24 to 36 hours and went down to the level of the glass thickness of the buildings, when and how many security staff were on duty and the location of elevators and parking. 

While declining to say where the information came from, Ridge mentioned Pakistan as a key ally but named no other country.

On Friday, Pakistan announced the capture of a top al Qaeda operative, Tanzanian-born Ahmed Khalfan Ghailani, wanted by the United States in the 1998 bombings of two U.S. embassies in East Africa that killed 224 people.

A computer and several disks were seized when Ghailani and 13 others were seized last weekend southeast of Islamabad.

Spokesmen for the IMF and World Bank said they had been advised by U.S. authorities of the possible threat and were taking all necessary precautions. Citigroup contacted staff via email on Sunday to inform them of increased security steps.

Ridge said it was up to the companies and institutions involved to take any decision on whether to tell their people to stay away from work, but he hoped none would be cowed.

"I would like to think...the folks that work at those particular sites...would have the resolve and maybe a little bit of defiance to say...we're going to go about leading our lives," he said.

This whole thing is such crap it's not even funny.   Not to say that something won't happen....oh, I'm sure it will.........but it's all planned and staged and allowed, to serve an agenda.   And yet the mass majority of the public believes the official story.   TPTB start tossing out words like "Al Quada", and various Muslim sounding names, and the public just eats it up and believes every word of it.   It really and truly is Orwell's "1984" come to life.

On a sidenote, M. Night Shamalyan has a new movie in theaters called "The Village" which is a metaphor for what's happening in America right now.   The "Elders" creating a fake, non-existant enemy and then getting everybody in the village to be deathly afraid of something they've never actually seen or experienced.   The villagers just take the Elders' word for it and follow along, full of fear.

Apprantly, most people who see this movie aren't "getting" it, and it's getting horrible word of mouth reviews.  ("we thought it was supposed to be a supernatural horror thriller with actual real creatures!!!   this movie sucks!!!")     When I heard what the twist / symbolic metaphor was, I thought it was ingenious.   Give the man a prize for hitting the nail on the head with the situation in America right now!

Hmm, looks like the poker game is getting a bit more active.

About 2 weeks ago or a bit less , I had an interesting dream.

I was at a political rally of sorts, don't know if it was outside or inside, only the area was huge and there was lots of people.  Seems as if everyone in the crowd was asleep or memorized, kinda like pod people or sheeple-I mean REAL hypnotized.  The speaker was important, but seems the it-person was for pres-select.  Now mind you, I have about as much interest in politics as perusing the isles of an automotive parts store, having a dream involving politics does not fit the norm.

The usual barrage of questions from journalists were hauntingly absent- like, what's up?, this is not normal...  NO ONE spoke up, but just stood there like wooden soldiers, unmoving and devoid of real life force.  Finally I just asked,  "can you give me three good reasons why we are in a military state ".  The pres-select just ignored the question, almost as if it did not fit into some kind of programming response he lacked-just changed the subject. Seems he/he/it was just as asleep as the crowd, but was programmed a bit differently.

Oh boy, it became pretty evident that things were not as crappy as the real situation at hand, but far worse than reality.  Feels is if the ante is way more up.

manyeagles, your dream reminded me of the Firesign Theater's "We're All Bozos On This Bus" album from the 70's. There's a scene at some kind of amusement park involving people waiting in line to ask a simulacra of the president a question. The protagonist "uh...Clem" asks the robot president "Why does the porridge bird lay her eggs in the air?" The question melts the logic circuits and causes the robo-prez to break down completely. Voices shouting "Hey! He broke the president!". Utter chaos, but "uh...Clem" gets away. Highly recommended listening if you can find it. Firesign's second album, "Don't Crush That Dwarf, Hand Me The Pliers", which came out in 1969, was promoted as being "15 years ahead of its time." It was an absurdist look at Orwell's 1984, and a good place to find some real humor in these new dark ages.

Thank you AFB for this insightful tidbit, but do not recall if I'd ever watched that one-it was a very tough year for me sad-  But I do remember the Firesign Theater-WOW sent a whole bunch of memory stuff just hearing  the words of Firesign Theater:)   Wonder what that's gonna bring up on dreamscape channel tonight? 

Anyways, justa try and keep up with the general topic of this post:  It has been rather cool for this time of the year for this part of SoCal, the crows are gone!  They are so much of a regular around here that it is spooky not to watch their ususal "play".  The air seems crooked, not right.  Something askew, but I just cannot put my finger on it.  Maybe the full moon...

Supposidly San Diego is a target area as well (look at all the military bases ect.)  Whatever the area one lives in though, it seems that stuff is escalating -dunno, just a gut feeling/thought.

I hope you guys have all heard the news that these new warnings were based on information recieved way back in 2000. FOUR years ago! Gee it was nice of them to warn us. Rumor has it this was a political ploy to divert media attention away from the Democratic National Convention.

ISLAMABAD, Pakistan - The al-Qaida suspect named by U.S. officials as the source of information that led to this week’s terrorist alerts was working undercover, Pakistani intelligence sources said Friday, putting an end to the sting operation and forcing Pakistan to hide the man in a secret location.

Under pressure to justify the alerts in three Northeastern cities, U.S. officials confirmed a report by The New York Times that the man, Mohammad Naeem Noor Khan, was the source of the intelligence that led to the decision.

A Pakistani intelligence source told Reuters on Friday that Khan, who was arrested in Lahore secretly last month, had been actively cooperating with intelligence agents to help catch al-Qaida operatives when his name appeared in U.S. newspapers.

Monday evening, after Khan’s name appeared, Pakistani officials moved him to a secret location.

“After his capture [in July], he admitted being an al-Qaida member and agreed to send e-mails to his contacts,“? a Pakistani intelligence source told Reuters. “He sent encoded e-mails and received encoded replies. He’s a great hacker, and even the U.S. agents said he was a computer whiz.“?

The Times published a story Monday saying U.S. officials had disclosed that a man arrested in Pakistan was the source of the bulk of information leading to the security alerts. The Times identified him as Khan, although it did not say how it had learned his name.

U.S. officials subsequently confirmed the name to other news organizations Monday morning. None of the reports mentioned that Khan was working under cover at the time, helping to catch al-Qaida suspects.
