Location, by my current understanding exists only in dimensionalized Space-Time, I'm not sure about Time-Space, but then it does not really exist but exists because we are perceiving it within those fields of structure. I think some guru somewhen sometime said that seeming localities are only states of consciousness. I'd say that whats going on with etheric awareness is a good thing these days, although my perception in that plane is not so sharp at present. Sometimes it opens a bit and I notice squigglies in the air.
One time I did encounter some beings but its real hard to say exactly what, when, where they were-are. There is alot out there and then possibly alot masquerading depending on where we are in our connection. As humans its mind boggling. Since that much thinking is not good, we have to make some kind of leap, both in the moment and in the future.
Its necesary I think.
What I remember is the feeling, or more correctly the emotion which was really something of those beings. I never got back to find them since.

These occur in various locations of the world, but I have never observed them as low as normal clouds.  Noctilucent clouds are higher, I suspect.

Only once have I made an physical estimate of height. Driving down from Zimbabwe south towards the Magaliesberg range of mountains in South Africa last spring, there were some of these entities in the distance. I waited until the line from the car to the entities made an angle of about 45 degrees with the ground, and then noted down the reading of the odometer. Later, just when we passed under the entities, the odometer had increased by about 34 or so kilometers. Taking into account the curves in the road, I estimated the straight-line distance from our first observation to the ground directly beneath the entities was about 30 kilometers. Thus the height from the ground to the entities was about 30 kilometers (imagine two sides of an isosceles right triangle). This was admittedly a rough estimate, but I think the true distance was likely within 5 kilometers either way.

The stratosphere (where temperature increases as one rises) begins somewhere between 10 and 30 kilometers up in those latitudes, as I understand. Noctilucent clouds are about 85 kilometers up according to the Wikipedia link from matt_d82.
