While certainly a little strange this video is definitely not evidence of anything.
It always amazes me when people to come the most incredible conclusions from looking at highly compressed YouTube videos. I guess not everyone knows much about digital video but it's easy to see things that aren't really there because of the nature of compressed video that becomes highly pixelated. The white flash is certainly a bit weird and probably not down to pixelation but there are more obvious explanations such as a light being moved in the background or perhaps even a bulb exploding (which might explain the noise).
It looks like the original video will have been shot using professional broadcast quality video, possibly DigiBeta or Beta SP. My bet is that if you were to some how get a copy of the original uncompressed video you would see something a whole lot different and more explainable.
You should never ever come to definite conclusions from subtle anomolies in highly compressed videos.
